Develop and implement the policies of asset and liability management and capital management; and improve the institutions’ budgets to support the strategic and financial goals and objectives.
Main Tasks:
Monitor and evaluate the institutions’ budgets; understand the size and nature of the assets and liabilities; and assess the potential risks, such as liquidity, credit and capital risks.
Identify and measure the deficits between assets and liabilities arising from financing, maturities and similar gaps; and identify the methods of balancing the cash flow, rates and maturities, as well as other factors leading to deficits between assets and liabilities.
Develop the budget management policies, such as restricting the sizes of the major assets and liabilities classes; determine the mix of the financial budget; and set, and supervise the implementation of, the targeted liquidity ratios.
Ensure that the budget complies with the regulations regarding the related topics, such as capital requirements, liquidity ratios, concentration ratios and funding.
Study the total amount of expenditure, sources of funding and expected revenues; and prepare the annual budget statements using the approved models and items.
