Cabinet decree no. (211) of 13/1/1437H gave the General Authority for Statistics (GASTAT) the authority to conduct surveys in the economic, social and population fields on behalf of the kingdom and publishing them periodically. Based on this authority, GASTAT has installed programs and surveys that aim to create a statistical database in all fields, including data and statistics pertaining to Umrah, as Umrah is one of the fundamental factors in genuine and comprehensive economic development of Saudi Arabia. Umrah has become one of the most significant factors of private comprehensive financial resources besides it has beneficial consequences concerning engaging with international cultures. Therefore, in the course of conducting field surveys, GASTAT conducts Umrah Survey. International recommendations and standards of the International Labor Organization have been taken into account while preparing the survey methodology and designing the survey form.

Umrah Survey form encompasses 3 main departments, to be answered by using tablets, the form includes:
1-Details of the family members
2-Performing Umrah
3-Expenditure and Transportation
The survey aims to provide new and updated indicators concerning the scale of Umrah in addition to understanding the reasons of failing to making it through the following:
1-Creating a data base of the Umrah pilgrims from Saudi Arabia participates in realizing the Saudi Vision 2030 alongside the data base of the Umrah pilgrims from outside Saudi Arabia.
2-Measuring the total number of Umrah pilgrims annually through adding the number of Umrah pilgrims from outside Saudi Arabia to the number of Umrah pilgrims from outside the kingdom.
3-This aids the involved bodies in determining the labor force and the required utilities for the service of Umrah pilgrims to ensure their safety and comfortability.
4-It meets the governmental requirements concerning the basic data of the numbers and characteristics of the Umrah pilgrims from Saudi Arabia which is required for formulating developmental plans.
The survey covers all the administrative regions of Saudi Arabia by using a sample of households in these regions based on the updated framework of the census for year 1431H (2010). The administrative regions are divided into thirteen regions as follows:

1.Scope: Recognizing the statistical requirements, and determining the possible solutions
2.Design: Designing all subsequent steps of the statistical process.

5.Categorization: Data processing for converting data from initial data to statistical data.
6.Review: Results verification and explanation.
7.Publishing Preparing outputs for publishing
8.Evaluation: Conducting a comprehensive evaluation of all stages of the statistical process.
