Cabinet decree No. (211) of 13-1-1437H gave the General Authority for Statistics (GASTAT) the right to carry out surveys in the economic, social and population fields on behalf of the kingdom and to publish these statistics periodically. Based on this right, GASTAT has installed programs and surveys that aim to create a statistical database in all fields (including knowledge statistics) to promote development of studies that tackle indicators of information and communications technology (ICT) sector and measure the households and individuals usage of this technology. As part of GASTAT surveys, GASTAT is working on Households and Individuals ICT Access and Usage Survey 2017 to be the first survey that GASTAT carries out concerning information and communications technology (ICT) as a part of knowledge statistics. This definitely displays GASTAT recognition of the importance of information and communications technology (ICT). Additionally, international recommendations and standards of the International Labor Organization have been taken into account while preparing the survey methodology and designing the survey form.

 The rate of household usage of postal services.
2. Creating a huge data base to depend on its authentic data in carrying out studies and researches for household and individuals information and communications technology activities;
3. Providing researchers with necessary statistical data about the activities of households and individuals concerning information and communications technology, to make use of these data in researches and scientific studies that contribute to demonstrating and developing the activity in Saudi Arabia.
4. Providing decision makers and policy makers with data concerning information and communications technology for household and individuals;
5. Making comparisons between activities of household and individuals concerning information and communications technology locally, regionally, and internationally;
