Cabinet decree no. (211) of 13/1/1437H gave the General Authority for Statistics (GASTAT) the authority to conduct surveys in the economic, social and population fields on behalf of the kingdom and publishing them periodically. Based on this authority, GASTAT has installed programs and surveys that aim to create a statistical database in all fields, including (energy surveys)
As part of GASTAT field surveys, GASTAT is working to conduct the Household Energy Survey as the first survey conducted by GASTAT for the household sector in the energy statistics field.
Due to the importance of the household power surveys, most world countries are keen on providing official statistics on local energy consumption. Such statistics reflect the status of the infrastructure and offer indicators on the household’s economic situation and standard of living.
Hence, a demand arose to provide precise and comprehensive statistical data to meet the needs of decision-makers, data users and researchers on energy sources, forms, uses and consumption patterns across the domestic sector.
The household energy survey form features data on residence, its components, electricity sources, household data, questions on fuel usage, the consumption of energy diverse forms, their uses in various household activities and energy-consuming devices in the domestic sector. The form also includes questions on rationalization of energy consumption as well as related means.
GASTAT is working on the Household Energy Survey for identifying household consumption of electricity and petroleum products, as well as the use of various energy and fuel sources in different activities.

The Household Energy Survey form includes 7 main sections that are filled by using hand devices "tablet" in nearly 20 minutes. The form includes:
Section I: Geographical feature data.
Section II: Residence Data
Section III: Household Data
Section IV: Fuel Consumption in 2016
Section V: Electricity Consumption in 2016
Section VI: Consumption of fuelwood, coal and agricultural waste in 2016
1.Providing data on residence characteristics, such as type, components and air-conditioned areas.
2.Obtaining realistic estimates on consumption of various energy types in the domestic sector.
3.Identifying the impact of economic, social and geographical variables on energy consumption.
4.Providing data on household consumption of various fuel types.
5.Providing data on energy consumption in the domestic sector to supplement the primary consumption coverage of various energy forms, which contributes to the preparation of energy balance.
6.Identifying patterns of energy consumption and the forms of energy used in the domestic sector.
7.Identifying the community behavior in energy consumption by type and source.
8.Creating a statistical database with indicators on energy consumption in the domestic sector across the Kingdom’s provinces, including:
•Data on household consumption of various petroleum products.
•Data on household consumption of electricity.
•Data on household consumption of biomass (fuel wood, coal, agricultural waste).
•Usage of fuel and energy types based on different activities such as (medical, air-condoning, lighting, heating, food preservation).
•Energy consumption by type (fuel, electricity, fuel wood, coal ...etc.)
9. Identifying key instructional media in electric energy consumption.
The survey covers all the administrative regions of Saudi Arabia by using a sample of households in these regions based on the updated framework of the census for year 1431H (2010). The administrative regions are divided into thirteen regions as follows:
